The building was commissioned by Colonel Khlebnikov. Vasily Bazhenov who designed the Pashkov House built the manor house. From 1793 Field Marshall Count Pyotr Rumyantsev-Zadunaisky and then his son Count Nikolai Rumyantsev occupied it. In the 1840s a rich merchant family, the Grachevs, bought the palace.

The puzzling inscription on the gates "Free from Billeting" is explained by their payments for the construction of a barracks in Moscow which relieved them of the duty to feed and house soldiers
