195-foot, 12-story governmental office building completed in 1928. Designed by Buchman & Kahn in the Art Deco style, the building is clad in brown brick, and has a 2-story limestone base on the Varick Street facade. The center of each long side (on Houston & Kings Streets) are setback above the 7th floor. The main entrance is on the Varick Street side, where the center of the facade is organized into seven bays of four tall vertical windows each, with brick corbelling below each floor's windows. The end bays each have a pair of single windows, and rise slightly higher than the rest of the facade.
The other three facades of the building have wide horizontal window openings, with wide, black metal panels in the center of each. There is also brick corbelling below each of these windows.
