Update July 2009: the northern end of the tunnel can no longer be visited because it seems that a mushroom plantation is more important than a historical monument. The entrance to the tunnel is now used to grow mushrooms (low light, high humidity).

Still, for those who wish to visit, follow the directions: from the parking of Mara Hotel of Sinaia (see map or publicity ads in town), towards the southern hill, there's a house and a yard with many plastic boxes and crates. On the other side of the gate to the yard, a wooden bridge takes to the former tunnel end (now plugged). Climb the hill and take a look from above.
