Douglas County Justice Center is the location of the Douglas County Court and the Douglas District Court, part of the 18th Judicial District. This location once housed an early frontier town, New Memphis, in the territory of Colorado. When Castle Rock won the election for location of the county seat, the town of New Memphis closed up shop and moved south to Castle Rock. One of the buildings moved at that time is the old City Hotel located at 5th and Perry streets in Castle Rock.
