Ross County was founded in 1798, and lies at the western edge of Ohio's Appalachian region. The landscape transitions from flat farmland in the west to tall ridges, deep hollows, and forested hills in the east and south.

Its county seat is the city of Chillicothe, which was Ohio's first capital. With the exception of the northwest corner, with lies in the 7th District, Ross County is part of Ohio's 18th Congressional District.
