This is one of several ties between the "eastern" and "western" electrical grids. Power coming in from either end is converted to high-voltage DC which then continues to the other side where it is converted back to AC and continues to the other grid. These AC-DC-AC ties are necessary due to the slight frequency difference between the two grids. Any attempt to directly connect the two grids will result in the generators between the two groups fighting to pull each other into phase (hunting) with noticeable surges and sags in the voltage.
