Actually Tunnel 2 is 2 separate tunnels, as it was planned during the Harriman years of SP operation to make the Penisula line a 4-track mainline, similar to the Northeast Corridor, with tracks going all the way the to the Southern Pacific headquarters building at Market Street (for passenger service). The 1906 Earthquake and Edward H. Harriman's later death in 1909 curtailed those plans, leaving the unused West Tunnel (which would have been the two southbound tracks) as a reminder of what could have been.
