Much of the area is owned and operated by the forestry commission and has extensive public access. There is a public car park at Roost Hole at the S end of the forest (near Mannings Heath Golf Club club house).
The forest was named after the legendary St Leonard, a hermit who slew a dragon that was terrorising the local people.
