EPA researchers say 80 percent of the phosphorus entering the river daily — or about 1,200 pounds — originates at the Simplot facility BOISE, Idaho (AP) — The Environmental Protection Agency has reached an agreement with the J.R. Simplot Co. to staunch the flow of phosphorus blamed for fueling algae blooms and other water pollution problems in the Portneuf River in eastern Idaho. The agency announced Tuesday modifications requiring the company to spend millions of dollars to make operational changes at its Don Plant in Pocatello, including installing a high-density liner over the massive pile of waste blamed as the main source of phosphate leaching into the groundwater.
