Established 3 June 1918. Designated in honor of 1st Lt. Cleo J. Ross, 8th Bln. Co., who was killed in action 26 September 1918 over Brabant, France. Intermediate landing field. Returned to control of the state of California on 1 July 1930.

Site of the World War I US Army Ross Field Balloon School (see photo above). Here observers were trained to watch enemy activity from hot air balloons.

Formerly home to the 1st Balloon Company from 1919 to 1922, the 2nd Balloon Company from 1919 to 1922, the 3rd Balloon Company from 1919 to 1920, the 13th Balloon Company from 1919 to 1922, the 15th Balloon Company from 1919 to 1922, and the 16th Balloon Company from 1919 to 1922.
