Ironically, it's actually permanently open - it's a drawbridge that's been moved to the open position and then permanently closed to vehicular traffic. Taking photos from the Port of Tacoma (south) side will get you a talking to by the PoT rent-a-cops. On the north side, as soon as you drive up and park, the cops will drive away.
