Originaly this crossing was planned to be a bridge which would have had a total length of approximately 19 km and constructed as a triple-span cable-stayed bridge with each of the three spans being 724 m. The four pillars carrying the bridge were to be approximately 280 m tall. The vertical clearance would have been 65 m allowing sea traffic to and from the Baltic Sea to go beneath it.

However, after additional study, constructing a tunnel was considered more feasible and environmentally sound.
