The building was erected by the Prima Ardeleana Insurance Company, in Art Deco style (engineer Tiberiu Eremie, architect George Cristinel), on the location of three older buildings. It was inaugurated on September 1st, 1935 (the year 1939 on the site is erroneous). The company had its offices at the first floor.
After nationalization, it became the headquarters of the Sibiu County Representation of the Soviet-Romanian Insurance Company "Sovromasigurare".
The cellar was used as an anti-aircraft depot during World War II.
The building represents the clearest example of Art Deco which can be seen in the city.
