This interchange opened in 1994 to allow access to the adjacent Park and Ride lot (a carpool lot). Congress Avenue is a few hundred feet to the west of the exit, and the at-grade intersection allows for north-south access to Congress Avenue.
This exit has relatively little traffic compared to other I-95 exits nearby. (My guess is that it's a boondoggle of sorts for federal interstate highway funding.)
