HM Prison Chelmsford is a category B local and Young Offender Institution (YOI).

Built from 1830 onwards as the county jail, it has been used as a long term category B (prior to the introduction of the dispersal system), a young person's prison and a local prison since 1987.

Two new DOWII houseblocks were opened in 1996 to relieve overcrowding.

Operational capacity: 695 as of 29th August 2007

Reception criteria: Normal Reception arrangements for a Local Prison. HMP & YOI Chelmsford accepts prisoners direct from courts within its catchment area, adult males and Young Offenders, convicted or on Remand.

Regime: Regime includes provision of Education, Gardens, Laundry, Workshops and domestic work. There is a Samaritans supported Listener scheme in place for prisoners who are in distress or who need to talk in confidence as well as an Insiders scheme to assist prisoners through the first few days in prison. The prison is developing further the Resettlement agenda and has linked up with the Foundation Training Company, Ormiston Trust, Job Centre Plus, Adapt and other agencies to engage prisoners in all elements of resettlement, ranging from drug intervention and resettlement and pre release clinics to developing ties with prisoners and their children through the Fathers Inside and Children's Visits initiatives.
