Established in 1922. Designated in honor of 1st Lt. Wendell K. Phillips who was killed 5 June 1923 in an aircraft accident at Aberdeen Proving Ground.
Phillips Army Airfield (APG) is a military airport in Class D airspace. Tower open M-F 0600-1800. Tower Freq: VHF-126.15, UHF- 229.6 Ground Freq: VHF-121.9
By the late 1990s, Phillips was at a crossroads. It had extensive, modern aviation facilities, but had no real mission other than as a peripheral asset for APG.
A regional government/Army agreement was months from being signed that would have turned Phillips into a joint civil/military airport, that area leaders hoped would lead to air freight and commerical aviation activity, since Northeastern Maryland lacks a commercial airport.
Alas, the Sept. 11th attacks ended all joint use discussions.
Phillips has seen new classified missions unfold and there have been periodic reports of extensive TSA and other agency activities in developing new airfield security procedures. It cannot be a coincidence that no detailed satelllite images of Phillips have been available since 2001, despite the relatively low level R&D work underway at APG.
