The facility, which was state-of-the-art when constructed in the late-1980s, has a concrete ramp that allowed police vehicles transporting prisoners to drive up to the second-story in-processing garage. The ramp was outfitted with heating coils to prevent it from icing over during the winter. The problem was the coils were incorrectly installed, which led to a number of crashes during the first big winter storm after it was completed.

The Delaware County Sheriff's Office and jail moved to a modernized facility on S. Tillotson Ave. on the city's southwest side in 2021. This site is now slated for private redevelopment.
