Built in the late 20s, this pier complex was forseen as being the hub of international Trade for New York City & Staten Island, however the dream was never realized. During the 1st & 2nd World Wars, the pier complex was used for boarding troopships and supply ships for Europe. Most of the piers were demolished after the 1950s, when the US Navy built the current pier and planned to house the USS Iowa Battlegroup from this base. Due to public protest and the breakup of the Soviet Union, this never happened as planned, and the base housed only a small group of frigates and destroyers.
Currently the piers are unoccupied for most of the year, however US Navy ships and other visiting warships will often use the pier complex when calling NYC. The pier was also used during the topside renovation and restoration work on the USS Intrepid during her 2006-2008 renovation.
