This 0.5 mile tunnel carries Interstate 395 (Center Leg Freeway) in Judiciary Square and Mount Vernon Square neighborhoods in Washington, D.C. It has dual tunnels, as well as underground entry and exit ramps with Massachusetts Avenue at Exit 10. It passes underneath E Street Northwest, F Street Northwest, Massachusetts Avenue Northwest, H Street Northwest, and K Street Northwest. It also passes beneath buildings and parking areas within the Capital Crossings development, Cobb Park, and Carmel Plaza.
Built around 1970, the tunnel was originally less than 1/4 mile long, between Massachusetts Avenue and K Street, with only Cobb Park and Carmel Plaza above. It was extended to the south in the late 2010s as part of the Capitol Crossing development.
