This 0.7 mile tunnel carries Interstate 395 (Center Leg Freeway) beneath the National Mall. It was constructed in the early 1970s and has dual tunnels, as well as underground ramps serving the Exit 8 and 9 interchanges at each end. It passes underneath Independence Avenue Southwest (at its intersection with Washington Avenue and 2nd Street), Maryland Avenue Southwest, Pennsylvania Avenue Northwest, Constitution Avenue Northwest (U.S. Route 1 Alternate), and D Street Northwest. It also passes underneath the American Veterans Disabled for Life Memorial, the U.S. Botanical Garden, the Capitol Reflecting Pool, and the U.S. Department of Labor building.

D Street Northwest uses a two-span steel beam bridge built in 1967 and reconstructed in 2002 to cross the Interstate at the tunnel's portal.
