Phelps House - Goddard Riverside Community Center

122-foot, 11-story modernist residential/senior care building completed in 1983. Designed by The Edelman Partnership, it is clad in alternating bands of red and orange brick. The building's mass is organized as an offset slab, with the south half shifted to the east. There is also a 1-story extension to the east on rear of the south half.

The main entrance is on Columbus Avenue, where the two building halves are linked, behind an archway lined with red bricks; to the right of the arch, a ramp winds its way up and back to the doorway, which has metal-framed glass doors. To the left, the brick along the base of the facade near the sidewalk is a darker red brick than elsewhere. To the right, there is an exposed basement level behind an areaway, where the Senior Center is located. It has an entrance with glass-and-metal doors below a red-brick arch in the 3rd bay from the south. A ramp and stairs at the south end lead down to the basement level.

The north wing of the west facade has eight bays, with double-windows in the end bays and two of the others, with the rest having single-windows, all with air-conditioning vents below them. The south wing has the same window arrangement, and there is a bay of double-windows in the linking section between the two wings. The roof lines have simple metal copings.

There is also a bay of double-windows on the short, south-facing wall of the north wing, where it meets the connecting section. The south facade on 88th Street has a recessed bay just east of center, with double-windows, and another set of double-windows to the left; the north facade on 89th Street is a mirror-image of the south. The east facades also reflect the west side. There is a landscaped garden area that the north wing and 1-story extension wrap around.

Phelps House provides 167 units of affordable housing for older adults and people with mobility impairments.
