Climate control platform? Uh, okay. Actually, this is a 'troposheric scatter' radio transmitter station built in the late 50's/early 60's (?) by the Americans when communications satellites were still a fuzzy idea on somebody's drawing board. These monsters worked by bouncing powerful radio signals off the troposphere down to a recipient station to the distant North, most probably an American military base in South Korea or Japan. These stations are built in 'relay chains' so they can pass on a transmission from point to point in the shortest period of time. Kinda cool, when you think about it... http://en.wikipedia.org/wiki/Troposcatter
