The National Center for Human Resources Development was established in 1990 under the name of "The National Center for Educational Research and Development" affiliated to the Higher Council for Science and Technology in accordance with article No.11 of the law of the Higher Council No. (30) for 1987.
The Center had an important role in building the national capacities and the institutionalisation of the educational reform activities through its first phase which was launched in 1988. By the end of the first phase and the start of the second phase of the reform the center's work expanded to a wider concept of human resources development and its utilization through enhancing the relevance between the outputs of training and education and labor market needs. Accordingly, the Center widened it's functions to include, in addition to educational development processes, other tasks within the national concept of human resources development. Thus, the Higher Council for Science and Technology adapted the present name of the center, namely "The National Center for Human Resources Development" in the year 1995. In 1998, the Center's by-law was approved in accordance with the Council's law mentioned above
