This road is cut off here by a metal barrier, similar to medians that you see on highways. You can still walk through paths, but surely some people get directions to drive this way, when they get there they probably get confused if they don't really know the area. If you look at Google maps, you can see how they modified the road where the barrier is. There is a way for city officials to open it if there were ever a serious emergency related to weather, or military. Once you get east of the barrier the only way out is if you make your way to Santee Rd, where it floods semi often.
