This library is known by many names in the community: Miller Avenue Library, Ina Coolbrith Branch, Latin American Library, Biblioteca Popular Victor Martinez. It is also a Carnegie Library.

This branch was one of four Carnegie libraries built under a 1914 grant to the city of Oakland. It served as a library from its construction to the late 1970s. The building is no longer part of the library system; it has served as an alternative school for the Oakland public schools, was briefly a social service facility, and has had several periods of vacancy. Its neighborhood is now mainly commercial and industrial with some residential.
