The U.S. Department of Housing and Urban Development (HUD) selected this tract of land in January 1970 as part of the department's BREAKTHROUGH prototype project.

Prior to its redevelopment, Marion County had purchased the property in 1832 as the intended location for the County Poor Asylum; however, the site instead became an unofficial "paupers' graveyard." The site was turned over to the State of Indiana in 1937 for Central State Hospital rehabilitation center and farm for patients suffering mental illness. The land was transferred back to Marion County in 1967.

HUD selected Skidmore, Owings and Merrill (SOM) to be the "Prototype Site Planner (PSP)" for the 42.9-acre Indianapolis BREAKTHROUGH project. The planned unit development called for a mix of housing types, including single-family, multifamily, and townhomes for ownership, with the nearly 300 units going on the market in the early-1970s.

As of 2020, the property has been fragmented under different management companies. The northwestern section of the site is now rental-occupied under the name El Dorado Apartments.
