This building is a Public-Private Partnership (PPP) Project of the People of Antipolo City under the Administration of Mayor Danilo O. Leyble, Vice-Mayor Susan G. Say and the City Council:

This project was constructed in partnership with Victory Park & Shop. It symbolizes an investment climate that encourages a strong partnership between the City Government and the Private Sector for a mutually beneficial economic interaction geared towards a more vibrant local economy.
The lot where the building stands is a donation of the family of the late Don Juan M. Sumulong to their Municipal Government of Antipolo.
Inaugurated on this 14th day of September, 2011.
