5-story mercantile building completed in the early 1870s as a store-and-loft building. It was converted to a bag factory in the late 1800s. The city bought the building in 1904, sold it in 1916, re-bought it, and finally sold it again in 1930. The front facade is clad in red-painted brick, with three bays of windows topped by projecting arched hoods. White exterior shutters frame most of the windows, and a black iron fire escape runs down the facade. At some point in the mid-1900s, a sloped, shingled porch roof was added above the ground floor, supported by four narrow pllasters painted red and white. The building houses the White Horse Tavern.
