6-story office building/diplomatic mission completed in 1966 as the Herbert Hoover Building, which housed the Boys and Girls Club of America. The building now houses the Permanent Mission of Brunei Darussalam to the United Nations. It is clad in variegated grey brick on the 2nd-5th floors, with a ground floor of very light-grey granite, and an attic level with a screen of metal panels.

The ground floor has an entrance at the south end, with metal-framed glass double-doors next to a window. The north half of the ground floor has a metal service door, another entrance matching the one at the south end, a 4-pane window band, and another service door. The upper floors have 12 bays of narrow single-windows recessed within aluminum surrounds. The attic floor has one low, horizontal window near the south end.
