5-story government building originally completed around 1880 as a 4-story townhouse. It was given a new facade and converted to a consulate in the 1990s, with a new top floor. The ground floor has a recessed glass double-door between white-painted concrete walls. The 2nd-4th floors are faced in light-grey-painted smooth-stucco with four bays of single-windows, slightly narrower at the ends. The 5th floor is faced in white smooth-stucco with a single opening for a 4-paned window. A projecting flagpole is mounted at the center of the facade, at the base of the 3rd floor.
The building now houses the Permanent Mission of Equatorial Guinea to the United Nations.
