5-story diplomatic office building completed in 1924 as an apartment building. The facade is surfaced in white-painted smooth-stucco, with a ground-level entrance at the east end projecting forwards and protected by a metal gate. To the left, an iron fence runs in front of the ground floor's three small windows and service entrance at the west end. The upper floors have six bays of single-windows with no ornamentation except for a string course running above the 2nd floor. There is two projecting flagpoles above the 2nd floor, close to the entrance. The facade is capped by a simple, white-painted roof cornice.

The building is occupied by the offices of the Consul-general for the Republic of Zambia in New York and the Permanent Mission of the Republic of Zambia to the United Nations.
