4-story mercantile building completed sometime in the late 1800s. It is clad in grey stucco above a modernized glass-and-metal storefront. The 2nd floor has a wide band of windows, and the top two floors have three bays of single-windows with stone sills and metal cornices. There is a sign band below the 3rd floor and an awning above it. The facade is crowned by a beige metal roof cornice with four console brackets, and there is a large array of cellular antennae on the roof. A billboard covers the front of the exposed south elevation. The ground floor is occupied by Dill & Parsley restaurant, with Pink Sands Tan & Salon on the upper floors.
