162-foot, 14-story office building completed in 1930. Designed by M.H. Belkin, it is clad in light-grey brick above a 2-story black metal-and-glass base. The ground floor is recessed between the end piers, behind a metal gate with alternating vertical bars of black and gold-colored iron. There is a metal service door on the left and the main entrance on the right, with a revolving door flanked by windows. The 2nd floor has a fluted, black metal band across the lower portion, with a narrow, wide window band of translucent glass at the top. A full-width band of black iron caps the base.
The upper floors have three bays of double-windows with black iron mullions. The windows have dentiled sills an brick lintels. A pair of projecting flagpoles are mounted at the 3rd floor on the middle piers. The top three floors have projecting piers, and paired windows with narrower intermediate brick piers that slightly project.
The west elevation, above the neighboring building, is clad in tan brick, with two bays of 3-over2 windows at the front, and two bays of smaller single-windows closer to the center; there is another bay of single windows closer to the rear, and a final bay of double-windows at the north end that drops off at one of the four setbacks on the north facade.. The east elevation is also clad in tan brick, parged up to the 5th floor, with a central bay of double-windows flanked by four single-windows on either side. There is a projecting brick pier between the 3rd & 4th windows from the front. There is a very tall mechanical penthouse at the center of the west side of the roof.
