Originally opened in the 1970's as JCPenney. In 1999 the store was converted into a JCPenney Outlet Store. JCPenney announced that they would be pulling out of the outlet store concept and would be closing all of thier outlet stores.

Independent comapny SB Capital Group purchased all of JCPenney's outlet stores and announced they would continue to operate them under a new name. The store was renamed JC's 5 Star Outlet in 2012. The store closed for good on December 30, 2013.

JCPenney donated the store to city on September 2nd, 2016 and demolition began and was completed in late summer 2017.
