  For approximately 40 men: 4 bays of 10 men, plus a fifth bay for a shared latrine-shower facility. (from Inside Gitmo by Cucullu, page xx Introduction) "Zulu block" is the name of one area of this camp.

  Probably this meant that each building was for 40 men, divided into 4 bays with a 5th bay for shower-latrine. The name Zulu block would then be the building name, and Whiskey Block is close by, so probably the next building.
