  Also notice how the Rio Grande doesn't actually empty into the Gulf of Mexico. This is because of some natural occurence.

  Definitely on the Mexico side. The river flow into the Gulf is sporadic because of irrigation up river.

  Check it out on Google maps and see the Panoramio picture at this spot. It's a tall structure; either a lighthouse, a lookout or both.
