For one day passes and permanent passes, enter on main floor and go to office labelled "One Day Passes". This is a door on your right (from the door I entered, it was on the Left). A small tag above the door will have the same label. Bring your passport, $5 and Seaport ID application letter, a temporary badge will be waiting for you. Make sure you bring your letter, the ladies relish saying 'We can't do anything without a letter', especially if you've just got off a long flight and don't speak English. I saw them being very unhelpfull to several poor souls.
