  It is a parking lot for GSA Vehicles. No matter what facility you are at, in the US Government, GSA motorpool cars and vehicles are used. Almost exclusively, the government uses GSA purchased vehicles. Sometimes, there are other contract vehicles as well. I do not think the Motorpool officer at Groom lake gets his vehicles from anywhere else but GSA. Most likely they bring them up from GSA Tonopah or BLM Motorpool there. You may correct me if i am incorrect.
