The building was constructed under the project of architect I.I. Loveiko, planned in 1940 and built in 1944-45. The original plan for the project was for the building to be extended in the 1950s to occupy the entire block. Only the small fragment facing Gazetny Pereulok was completed. The style of the architecture approaches «Stalin classicism» and the building resembles in many respects the classical style of the buildings facing Bolshaya Nikitskaya St. The entire building is encircled by a raised colonnade, cut by high archway openings.
