  I was told by a former Flagstaff City Council member that Lower Lake Mary was built in the 1920's to provide water for Flagstaff. It was a failure for two reasons. It was relatively shallow with large surface area for the amount of water contained, thus suffering from high evaporation rates. Also, there was a fault or sinkhole at the western end that drained water.
