Pe locul pe care a fost construit acest bloc, s-a aflat Bazilica mică, din sec. V - VI p. Chr., unul dintre cele mai importante vestigii romano-bizantine ale cetăţii Tomis. Bazilica mică a fost distrusă de minţile criminale ale comuniştilor, fiind sacrificată pentru construirea blocului.
