The vacant industrial building owned by the City of Toledo was leased in 1983 to local Community Development Corporation, River East Economic Revitalization Corporation (ERERC) which was formed in 1974 to maintain and attract business to East Toledo.
The 100,000 sq. ft. building was formerly the headquarters of Verd-A-Lay, a subsidiary of North American Philips Lighting Group, which manufactured florescent light bulbs and closed in 1981. The building was divided up and served as a business incubator for numerous firms until 2010 when all tenants vacated following the City of Toledo's decision to discontinue funding to the non-profit organization.
