This Kohl's opened in 1996 on new construction. When St. Charles Towne Center was originally being developed, the mall owners wanted to attract either Macy's or Woodward and Lothrop to the mall. At the time, Macy's did not consider this to be an upscale enough area to invest in (they were still a private company, not owned by Federated), and Woodies was in serious financial trouble, which lead to the chain closing in 1995. The long and short of it was this anchor was not built until Kohl's moved into the Washington DC area in 1996.
