Kaephung County is a mostly agricultural county located in the Kaesong metropolitan area. Most of the available flat land is cultivated, as this county is located in what is considered to be North Korea's breadbasket. The tombs of many of Korea's Koryo-dynasty monarchs are located in this area, outside the old Koryo capital at Kaesong, though in varying states of repair.

This area was first known as Jongju during the Koguryo Period. In 1018 it organized into Haepung County , and under the Joseon renamed as Pungdok County. In 1914 Pungdok merged with parts of Kaesong County, and was later renamed Kaepung after Kaesong was split to become a separate district. During the Korean War, Kaesong was originally under US control, but was won by the North Korean army after the armistice.
