This was a massive mixed use complex proposed for a wide swath of land. Modeled after Fair Lakes, this 542 acre development was under construction in 1989, with three model homes partially built when a federal ruling included the land in the Manassas Battlefield Park, after years of nationwide controversy. The homes were demolished, and the partially constructed roadway left behind. You can see the extent of land clearing in the outline.
