A dammed reservoir located on the Boat Harbour Reserve. In 1967 the conservative provincial government pushed to have the body of water dammed and converted to a dumping reservoir to serve the needs of the new Scott Paper pulp and paper plant being constructed the same year. Known as the 'Bates Plan', the initiative was proposed to protect Pictou Harbour from toxic contamination. Native communities and environmentalists have fought the initiative ever since.
