Constructed 1942, this building was where the Commanding Officer of the Naval Training Center conducted day-to-day operations on the base. The commanding officers of the three tenant commands on the base (Service School Command, Recruit Training Command, and the administrative command, respectively) would report to the base commander.

Today, this building is now a conference center, as well as containing an permanent exhibit on the history of Point Loma, as well as the former Naval Training Center.
