Built in 1891, was named in honor of Emperor Alexander III. Intended for the free treatment of the chronically ill of any state of the Christian religion. Before designing a building architect Kaminsky visited European capitals to explore the experience of building such institutions.
In Soviet times the building was transferred Institute of Surgery. Vishnevsky, and it housed the laboratory-research department.

For the past 20 years, the building is abandoned and dilapidated (broken windows, collapsing the building finish, the main entrance boarded up).
