This statue is of Frank Ney, who served as Nanaimo's mayor for 21 years. He was born in England on May 12, 1918, and moved to the city in 1946, where he lived until passing on November 24, 1992. On many occasions he would dress as "Black Frank", as memorialized by this bronze statue.
The statue is titled: "Admiral of the Fleet", presumably in reference to his helping to launch the Nanaimo Bathtub Race in 1967.
