The Palace of Soviets planned in 1930 by architect BM Iofan to be built on the site of the Cathedral of Christ the Savior, built by Alexander I in thanks for the deliverance of Russia from foreign invasion.

Artistic techniques of the project formed the basis for a new building style of the Soviet state which was called "Stalin empire."

The project is the Palace of Soviets was the starting point for planning and decision making of high-rise architectural appearance of the capital 1930-1950 period.

The building was to be constructed in a metal frame to a level of 11 stories, but construction was interrupted in 1941 by the outbreak of war with Nazi Germany.

Resource shortages during the war forced the dismantling of the frame to use its special quality steel for defense purposes. In particular, part of the frame was used to built tank traps in the defense of the capital, steel structures for construction of bridges on the railway between Vorkuta and Leningrad, carrying coal supplying the besieged city. Some of these bridges still stand, yet another indication of the high quality of the material used.
